Yes for text documents. Pages are re-rendered at roughly screen resolution — body text stays crisp, only very fine print softens.

What if the tool can’t get under 100 KB?

It will show the smallest honest result and say so. Then split the file or replace scanned pages — padding the file down with worse tricks usually breaks the portal’s PDF parser.

Does it work for scanned documents?

Yes, but a 100 KB cap on a scan means heavy downscaling. If a page becomes hard to read, remove it from the upload or contact the portal for a higher limit.
